Many of the costs associated with the production of renewable fuels are fixed and can't be changed.

Some costs can be negotiated:

Labor costs - the costs to obtain and transport the materials.
Feedstock - the cost of the plants or waste products used to create biofuels

Costs can also be negotiated in order to reduce the overall cost of production and to increase profit. Increasing profit and increasing production means more money!
